The Purchasing Agent will negotiate prices with vendors. Where ever possible the purchasing department will develop an annual forecast for individual commodities and negotiate prices with vendors based upon anticipated annual purchases or anticipated annual availabilitys. These forecasts may be expressed as average monthly or quarterly usages and the Purchasing Agent may commit the company to purchase certain minimal quantities of the materials on a monthly, quarterly or annual basis to assist in the negotiating process with vendors. No purchase orders should be issued to vendors without a corresponding customer demand for that commodity. This may also be construed to mean known and ongoing demand for given products.
